1. Promote coordinated control of pollution reduction and carbon reduction

(1) Promulgate the "14th Five-Year Plan" to address climate change. In accordance with the latest national and provincial requirements on carbon neutrality at peak carbon levels and addressing climate change, revise and improve the "14th Five-Year Plan for Addressing Climate Change in Jiangsu Province" and issue it for implementation after submission for review.

(2) Formulate an implementation plan for synergistic synergies of pollution reduction and carbon reduction. (7) Strengthen the control of methane emissions. 2. Promoting carbon emissions trading

(9) Carry out carbon verification of key emission units. In accordance with the "Carbon Emissions Trading Management Measures (Trial)" and corporate greenhouse gas emission accounting plans, reporting and verification guidelines, organize more than 500 petrochemical, chemical, building materials, steel, nonferrous metals, papermaking, electric power, aviation and other key industries in the province The 2021 greenhouse gas emission report and verification work of emission units shall strengthen data review, ensure data quality, and provide basic data for participating in the second compliance cycle transaction of the national carbon market.

(10) Standardize the quality management of carbon emission reports. (17) Promote the establishment of energy-saving and low-carbon demonstrations in public institutions. 4. Improve the carbon emission statistics and monitoring system

(18) Improve greenhouse gas statistical methods. (22) Carry out scientific and technological innovation research on carbon peak carbon neutralization. Organize and apply for carbon peak carbon neutralization technology innovation special industry application demonstration projects, and focus on the sewage treatment industry to carry out research on pollution reduction and carbon reduction synergies.

(23) Carry out the construction of an ecological carbon sink improvement system. 6. Strengthen organizational guarantees

(25) Carry out annual carbon peak level evaluation. (29) Organize operational training on climate change. Carry out special supervision and assistance work for the preparation of greenhouse gas emission reports of key emission units in the power generation industry, and organize the preparation of carbon emission reports, carbon market Trading special training. Conduct carbon peaking, carbon neutralization and climate change capacity training for the ecological and environmental systems of the province, and improve the ability of the ecological and environmental departments to perform their duties.
