4. Improving the consumption system for green, low-carbon and circular development

5. Speed up the green upgrading of infrastructure

Improve local standards for green development, encourage green manufacturing companies to formulate and implement enterprise standards, and strengthen standardization service capacity building. Implement the national certification system, guide enterprises to carry out green certifications such as energy saving, water saving, and remanufacturing, cultivate a group of professional green certification institutions, further promote green certification work, and create a number of green certification demonstration areas. Strictly implement the national statistical survey system and standards in the fields of energy conservation and environmental protection, clean production, clean energy, circular economy, and water use, and do a good job in statistical monitoring.

(27) Cultivate a green trading market mechanism. Establish and improve trading mechanisms for energy use rights, water rights, and pollution discharge rights, and actively participate in the national carbon emission rights trading market. Steadily promote the determination of water rights, reasonably determine the total amount of water taken in a region, encourage water rights trading, and strengthen the control of water resources use. Optimize the allocation of emission rights, and standardize the paid use and trading of emission rights for major pollutants. Organize various publicity activities, tell the story of Jiangsu's green and low-carbon circular development, actively promote positive models, expose negative models in a timely manner, and accelerate the formation of production and lifestyles that save resources and protect the environment. Improve green and low-carbon circulation information disclosure channels, and give full play to the participation and supervision of the public.
