In order to thoroughly implement the "Guiding Opinions of the State Council on Accelerating the Establishment and Improvement of a Green, Low-Carbon, and Circular Development Economic System" (Guo Fa [2021] No. 4) and "Implementation Opinions of the Provincial Government on Accelerating the Establishment and Improvement of a Green, Low-Carbon, and Circular Development Economic System" (Su Zhengfa [2022﹞No. 8), accelerate the establishment of a unified green standard, certification, and labeling system, give full play to the important role of green certification in promoting green and low-carbon circular development, and help the comprehensive green transformation of economic and social development. The following opinions are hereby offered.

1. General requirements

(1) Guiding ideology. Guided by the thought of socialism with Chinese characteristics in the new era, thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and the previous plenary sessions of the 19th National Congress, fully implement the idea of ecological civilization and the spirit of important instructions for Jiangsu's work, grasp the new development stage, implement the new development concept, and build a new The development pattern is guided by the goal of carbon peak carbon neutrality, and quality certification is an important starting point to promote the development of the province's green industry and the transformation and upgrading of industrial greening. Certification system, promote the construction of a unified green standard, certification, and labeling system, increase the supply of green products and services, guide green production and green consumption, and comprehensively improve the quality and efficiency of green development. Provide strong support for the glorious mission of "at the forefront" and write a new chapter in the modernization of "strong, rich, beautiful and high" in Jiangsu.

(2) Main objectives. By 2025, the province's green certification system will be more complete, the standard system, certification system, supervision system, public service system and regional cooperation and mutual recognition system will be basically improved, the coverage of green certification will gradually expand, and the quality management of various green industry organizations (enterprises) will be improved. The capacity has been significantly enhanced, the supply of green products and services can better meet consumer demand, the market share and quality benefits have been further improved, and the green transformation of production and lifestyle has achieved remarkable results.

2. Key tasks

(3) Promote the certification of green transformation and upgrading of traditional industries. Give full play to the role of certification, and promote the green transformation and upgrading of key industries such as petrochemicals, building materials, and textiles. Strengthen energy consumption, water consumption, environmental protection and other standard constraints, implement a number of green manufacturing certification projects, and create a number of green factories and green supply chains with demonstration and driving effects. For different industries and enterprises, carry out industry characteristic certification and graded certification to promote industrial upgrading. Actively play the role of quality certification in promoting the improvement of safety and environmental protection in the chemical industry, and build an advanced chemical system that is inherently safe, green and high-end. Vigorously develop the remanufacturing industry, strengthen the certification and promotion and application of remanufactured products, and cultivate a group of specialized, special, new, small giant enterprises and high-tech enterprises. Improve the green building material product certification system, implement a unified green building labeling system, encourage green buildings, prefabricated buildings, and government-invested projects to give priority to the use of green building material products, and promote the large-scale development of high-quality green buildings. Promote the green product certification of printing, packaging and other industries in an orderly manner in accordance with the deployment of relevant national departments.

(4) Carry out product certification for green emerging industries. Implement green and low-carbon circular emerging industry cultivation projects, continuously expand the scale of green strategic emerging industries such as energy conservation and environmental protection, biotechnology and new medicine, new energy vehicles, and aviation, formulate domestically leading and internationally advanced local standards or group standards, develop and promote them Implement a batch of voluntary certification. For characteristic products with industrial advantages such as robots, Internet of Things, and smart homes, establish a high-end quality certification system in the form of alliance certification, and lead production companies to improve product quality through the "Jiangsu Boutique" certification model, and strengthen "Made in Jiangsu" with high standards and high quality "brand. Focus on 100 leading enterprises with obvious scale advantages and the ability to integrate the industrial chain, and 1,000 high-growth enterprises with good professional foundation, strong innovation awareness and great development potential, and cultivate a group of green certification leader enterprises.

(5) Accelerate green agricultural certification. Strengthen the certification and management of organic products, encourage the development of green organic planting and ecologically healthy farming, accelerate the development of green food, organic agricultural products and geographical indication products, and build high-quality provincial-level green and high-quality agricultural product bases. Improve the quality management system of food and agricultural products, improve the quality standard system of agricultural products, promote agricultural standardized production, carry out Good Agricultural Practice (GAP) certification, encourage and promote food production enterprises to carry out food safety management system (ISO22000), hazard analysis and critical control point (HACCP) )System Certification. Support the establishment of the "Yangtze River Delta Green Certification Pilot Zone", promote local governments and production enterprises to use certification tools to increase the supply of high-quality agricultural products, and cultivate a number of high-end agricultural products and agricultural certification brands. By 2025, the province's organic product certification certificates will strive to exceed 2,000, and the proportion of green and high-quality agricultural products will reach more than 75%.

(6) Improve the certification level of the green service industry. Develop relevant standards for the green service industry in the areas of consumer services such as medical care, education, elderly care, tourism, e-commerce, shared leasing, and producer services such as pollution control, cultivated land, water source protection, finance, information, industrial design, and intellectual property Research and development, promote standardization construction, strengthen green service industry certification, establish scientific evaluation methods and index systems, and make breakthroughs in points to drive greater development effects in the face. By 2025, there will be 10,000 valid certificates for various service certifications in the province.

(7) Strengthen the certification of green and low-carbon industries. Focusing on fighting the tough battle of pollution prevention and control in depth, promote the continuous expansion of the green environmental protection industry, encourage and promote enterprises to carry out environmental management system certification, promote enterprises to effectively fulfill their social responsibilities for environmental protection, reduce environmental liability accidents, and reduce the risk of environmental pollution. Encourage and support key energy-consuming units in the fields of industry, transportation, electric power, construction, and public institutions to carry out energy management system certification to improve energy use efficiency. Accelerate the integration of existing environmental protection, energy-saving, water-saving, recycling, low-carbon, and renewable products into environmentally friendly green products, achieve the goal of integrating one type of product, one standard, one list, and one label, and promote green product certification for production enterprises. Encourage localities to concentrate on integrating key energy-saving and environmental protection enterprises, and build demonstration zones for environmental protection industry certification where conditions permit. By 2025, the province will have 50,000 certificates for various environmental management systems, 7,000 valid certificates for energy-saving, water-saving and low-carbon products, and 1,500 certificates for energy management systems.

(8) Promote green logistics certification. Focusing on realizing the green and low-carbon circular development of warehousing, transportation, packaging, and distribution logistics supply chains, organize the formulation and revision of relevant local standards, and encourage relevant social groups and industry leading enterprises to serve in ports and airports, model logistics parks, urban and rural distribution, and cold chain In the fields of logistics, postal express delivery and other fields, group standards and enterprise standards that are higher than the technical requirements of national standards, industry standards, and local standards shall be formulated, the market supply of green logistics standards shall be increased, and the green logistics standard system shall be improved. Actively carry out the certification of green packaging and environmental protection products, new green supply chain and other aspects.

(9) Improve the level of green transportation certification. Integrating quality certification into the transportation construction, operation and maintenance process helps build green roads, green railways, green waterways, green ports, and green airports. In key construction projects such as highways, railways, water transportation, and urban rail transit, actively promote various types of green certification models, improve and promote quality management system certification suitable for the characteristics of the transportation construction engineering industry, improve project quality supervision and management mechanisms, and strengthen traffic engineering. Carry out green construction certification and comprehensive environmental protection supervision in the field of transportation construction for the materials, equipment, and processes of roads, ports, and waterways, combined with the proportion of clean energy and new energy usage.

(10) Improve the green product standard system and certification system. Support enterprises and institutions in the province to lead or participate in the formulation and revision of relevant international, national and industry standards, improve local standards for green development, encourage green manufacturing enterprises to formulate and implement enterprise standards, and strengthen the building of standardization service capabilities. Implement a unified list of green product classification and evaluation standards, a certification catalog, and improve the implementation rules and use management methods of green product certification. Establish carbon peak carbon neutral standards, improve the carbon emission labeling system for energy consumption, promote the carbon footprint certification of key foreign trade products and energy-consuming products, and improve the product carbon footprint data accounting and traceability system. Cultivate a group of professional green certification institutions, guide certification institutions to increase investment in technology research and development, and improve technical capabilities, service levels and service quality.

(11) Support enterprises to carry out green certification. Guide enterprises to carry out green product and service certification, and give priority to supporting qualified green certified enterprises to participate in the establishment of national or provincial green factories and "Jiangsu boutique" certification. Encourage provincial excellent industrial new products (new technologies), famous, special and high-quality agricultural products, and the first (set) products of the equipment manufacturing industry to participate in green product certification. For enterprises that have obtained green certification, they will be directly included in the "Demonstration Units for Creation of Safe Consumption in Jiangsu Province". Implement the green product leader plan, encourage enterprises to carry out green design, green transformation, and green procurement, and support enterprises to produce green products such as environmental protection, energy saving and water saving, low-carbon recycling, and renewable organic products. Create a group of clusters of green product manufacturing enterprises with distinctive characteristics, and create a group of green certification demonstration areas.

(12) Improve the construction of the green certification credit system. Establish a supervision and evaluation mechanism for green certification, severely crack down on false labeling of green products, and strictly implement the main responsibility of producers for product quality and the main responsibility of certification institutions for certification results. Strengthen the credit supervision of certification bodies, make full use of the national enterprise credit information publicity system and the provincial credit information sharing platform, and enroll entities that have been legally identified as seriously untrustworthy, in accordance with regulations, on the list of seriously illegal and untrustworthy enterprises, and implement joint punishment.

(13) Promote regional (international) cooperation. Seize strategic opportunities such as the development of the Yangtze River Economic Belt, the integrated development of the Yangtze River Delta, and the construction of the "Belt and Road", strengthen collaboration with brother provinces and cities, establish a regional green certification alliance, promote "one certification, multiple certificates" certification cooperation, and promote certification Results Mutual recognition and intercommunication and the promotion of credit adoption have promoted international mutual recognition of green certification and facilitated product trade.

3. Safeguard measures

(14) Strengthen organizational leadership. All localities should improve the supporting measures for green certification to ensure that the main tasks are implemented effectively. Relevant departments in the province should earnestly perform their duties, strengthen supervision and guidance, strengthen coordination and cooperation, and form a joint force to jointly promote green certification work. The Provincial Market Supervision Bureau should work with relevant departments to strengthen overall planning and coordination, promote the implementation of key tasks, and promptly summarize good experience and good practices in promoting green certification.

(15) Strengthen policy support. Accurately provide green financing solutions for green product certification enterprises, actively promote the integration of green product standards into the construction of the green financial standard system, promote the green insurance model, and promote the construction of green payment projects. Increase the intensity of government green procurement, and guide state-owned enterprises and institutions to gradually implement the green procurement system. Strengthen the guidance of private enterprises and residents to purchase green products, encourage qualified cities and counties to adopt subsidies, point rewards and other methods to promote social green consumption, and gradually form an incentive chain for green consumption. Establish an organic combination of green consumption and personal credit, and provide more preferential policies for residents with good green consumption records.

(16) Deepen publicity and guidance. Carry out green education for the whole people, increase the publicity of green certification, strengthen the interpretation and publicity of green product standards, certification, and label-related policies, promote excellent cases of green certification, spread the concept of green development, guide green lifestyles, and form a healthy and civilized green environment in the whole society.
