1. Further expand the key areas and advantageous links of green technology innovation. In order to strengthen the drive of scientific and technological innovation to achieve the goal of carbon neutrality, on the basis of the 8 key areas and advantages specified in the "Implementation Plan", carbon neutrality, plastic pollution prevention and control, and food waste prevention are listed. Enter the city's key areas of green technology innovation. Focusing on energy conservation, carbon reduction, and carbon neutrality, taking green technologies in other fields into account through public solicitation and expert recommendation, soliciting and selecting advanced technologies with great development potential, leading technological level, and high promotional value, timely release and dynamic Adjust the recommended catalog of innovative green technologies in Beijing (hereinafter referred to as the "recommended catalog"). The city's technologies that have been included in the national green technology promotion catalog are automatically included in the city's "recommended catalog". Use the "recommended catalog" as the basis for policy support, strengthen technology supply and demand docking services, provide financial support for qualified demonstration application project construction, effect evaluation, etc., and increase promotion efforts. 3. Pilot construction and open a number of innovative green technology application scenarios. Fourth, strengthen third-party testing and evaluation support for technology application effects. In order to objectively verify and accurately evaluate the actual application effect of innovative green technologies, and to avoid errors in the self-evaluation of technology suppliers and buyers, a qualified third-party organization is entrusted to track, detect and evaluate the effect of technology use, and provide financial support for the detection and evaluation costs. The cycle is a service cycle (not the full life cycle) of the technical product. Third-party testing and evaluation is mainly aimed at innovative green technologies that are included in the "recommended catalog", have independent intellectual property rights, and have not yet achieved market performance in Beijing, including the first three sets (sets) or batches (batches) of complete sets of equipment products, basic materials, systems, etc. . 5. Support the construction of innovative green technology demonstration and application projects. For the first three (sets) of demonstration projects that adopt the technologies in the "Recommended Catalogue" to be applied in Beijing, financial subsidies will be given to the implementing units from the municipal special funds for energy conservation and emission reduction. In principle, the subsidy standard shall not exceed 30% of the total project investment, and the maximum subsidy amount for a single project shall not exceed 10 million yuan. Sixth, promote the demonstration application of the first set (set) of green technology. 7. Improve green financial support. Explore the introduction of monetary policy tools such as the "Beijing Lvtong" to support the development of green projects and green enterprises, and actively support qualified innovative green technology companies to issue green bonds. Research and explore to attract social capital to establish the city's green technology innovation investment fund. Encourage insurance institutions to innovate the first (set) of green technology insurance products in a targeted manner in light of green technology application scenarios. 9. Establish a service mechanism for key innovative green technology enterprises. Support qualified green technology innovation enterprises to declare national and municipal engineering research centers and R&D innovation platforms and enjoy relevant supporting policies. Support industry associations to conduct regular visits, research, and services to key innovative green technology companies to understand the needs of companies and promote the implementation of relevant policies. Focus on the city's carbon-neutral industry development priorities and technological innovation trends, and deepen the evaluation research on key areas and key links in the city. Strengthen the follow-up investigation of green technology R&D innovation and demonstration projects, and organize professional exchange training. Strengthen the supervision of the whole process of financial subsidy fund projects, and continuously improve the performance of financial funds.
