Jing'an District's 2023 Carbon Peak Carbon Neutrality and Key Work Arrangements for Energy Conservation and Emission Reduction
2023 is the first year to fully implement the spirit of the 20th National Congress of the Communist Party of China and the key year for the implementation of the "14th Five-Year Plan". Steadily implement the country's and Shanghai's decision-making and deployment on carbon peaking and carbon neutralization work, and implement the carbon peaking action plan in a planned and step-by-step manner to ensure the smooth progress of various goals and tasks, and unswervingly follow the path of green and low-carbon development. 1. Main work objectives
In 2023, the energy consumption per unit of added value and carbon dioxide emissions per unit of added value in Jing’an District will further decrease, and strive to decrease by 2.86%.
2. Key Work Arrangements
(1) Strengthen the comprehensive management of carbon neutrality at carbon peak
Research and formulate annual carbon peak carbon neutrality and energy conservation key work arrangements and special fund budgets. Incorporate the target tasks of energy saving, emission reduction and carbon reduction into the key tasks of the district government, strengthen the follow-up supervision and daily assessment of the implementation of the target tasks, and strengthen the work promotion and coordination mechanism. Supervise and urge companies included in the carbon market supervision in 2022 to complete payment and performance of contracts. Cooperate with relevant municipal departments to promote the construction of a carbon inclusive system. Fully complete the preparation of the 2022 greenhouse gas emission inventory. (2) Promoting energy green and low-carbon transformation
Decompose and issue annual photovoltaic construction target tasks, formulate annual photovoltaic construction task assessment rules. Make full use of site resources such as buildings, parks, municipal facilities, public institutions, and residences, and comprehensively promote the installation of photovoltaics in existing buildings. Promote the large-scale development and high-quality development of photovoltaics in the education field and state-owned parks. Strictly control the incremental building resources, and strictly implement the relevant regulations on photovoltaic construction in accordance with the principle of "build as much as possible". Explore the electricity demand response mechanism, and guide commercial interruptible users to actively participate in the load demand side response.
(3) Promoting the construction of an industrial low-carbon system
Explore and study district-level industrial energy efficiency and carbon emission performance guidelines. Accelerate the deployment and cultivation of green and low-carbon new track industry development. Orderly promote key energy-consuming units and key buildings in the region to independently carry out energy-saving diagnosis. Strengthen the energy use supervision of industrial enterprises, and urge all key energy consuming units to implement the energy use status reporting system. Implement data center energy efficiency improvement projects, carry out energy efficiency level surveys of existing data centers, and promote energy-saving renovation and upgrading.
(4) Promote the improvement of quality and efficiency in the construction field
Compile the implementation plan for carbon peaking in the construction sector. Strengthen the energy-saving renovation of existing buildings, implement the energy-saving renovation tasks of existing buildings issued by the Municipal Housing and Construction Commission and the energy-saving renovation tasks of public buildings that reduce energy consumption per unit building area by more than 15%. Vigorously promote the construction of green buildings with two-star and above standards. Promote the implementation of ultra-low energy consumption building standards for new public buildings on a large scale, and implement the ultra-low energy consumption building construction tasks issued by the Municipal Housing and Construction Commission. Vigorously promote the integrated development of prefabricated buildings and intelligent construction. Promote refined management of building energy conservation. Strengthen the online direct reporting of energy consumption of public institutions in the region. Complete the energy audit work of 20 educational units and 9 public buildings. Completed 9 energy-saving renovation projects including the lighting energy-saving renovation of Linfen Road Sub-district Community Health Service Center.
(5) Promoting low-carbon transformation in the transportation sector
Improve the layout of public piles, and strive to add 410 public and special piles within the year. Strengthen the construction and management of charging piles in new and existing public parking lots (garages). In accordance with the principle of "government-led, multi-party coordination", promote the construction of charging pile demonstration communities. Deeply tap the potential of the layout of charging facilities around the community, and carry out pilot projects for the construction of charging facilities in road parking lots in combination with work such as overhead line entry into the ground, consolidation of poles, and construction of street lamp poles. Cooperate with relevant municipal departments to speed up the construction of large-capacity public transport infrastructure and promote the priority strategy of public transport. Promote the development of new energy vehicles and the electrification of inland ships.
(6) Develop circular economy to help reduce carbon
Continue to implement the prohibition and restriction of the use of "plastic shopping bags, disposable plastic tableware" and other requirements. Organize and carry out law enforcement inspections of plastic products that prohibit, restrict production and sales. Promote the separate recycling pilot of plastic recyclables. Vigorously carry out the cleaning and rectification of plastic waste in key areas. Strengthen the publicity and implementation of plastic pollution control policies. Strengthen the supervision and management of key scenarios and key areas. Give play to the demonstration role of public institutions in plastic reduction and plastic restriction. Deepen the classification of domestic waste, and promote waste reduction and resource utilization. Cooperate with relevant municipal departments to do a good job in the management of abandoned cars.
(7) Promoting green and low-carbon technology innovation
Vigorously promote the popularization and application of innovative technologies for energy saving, emission reduction and carbon reduction. With the four major functional areas as the core, parks, business districts, campuses, and communities are encouraged to actively promote advanced and mature green and low-carbon technologies and materials, and carry out demonstration applications. Support enterprises engaged in energy-saving and environmental protection technology and product research and development to declare high-tech enterprises and "technical giant" enterprises; organize energy-saving and environmental protection new technologies and new products to apply for Shanghai innovation funds. Explore the creation of an energy and dual-carbon regulatory platform in Jing'an District.
(8) Consolidate and enhance carbon sink capacity
Vigorously promote the construction of various green spaces, build various green spaces of 56,000 square meters, add 1 city park and 3 pocket parks. Promote vertical greening, roof greening, edge greening and other multi-form three-dimensional greening construction projects, build three-dimensional greening of 25,000 square meters, and build 2 kilometers of greenways. Promote the construction of the second phase of Pengyuepu wedge-shaped green space and the green space of Shibei High-tech Park, and complete the overall transformation of the square park (Jing'an section). Explore the creation of a zero-carbon (near-zero) park in Daning Lingshi.
(9) Mobilize the whole people to participate
Strengthen the promotion of carbon peak carbon neutralization, energy conservation and emission reduction, and plastic reduction and plastic restriction, and organize and carry out energy conservation publicity and experience activities such as energy conservation publicity week and national low carbon day. Promote the establishment of energy-saving institutions and water-saving institutions. Give full play to the demonstration effect of public institutions such as government agencies, schools and hospitals. Actively promote the establishment of green shopping malls and green schools. Promote the implementation of national and municipal energy consumption quota standards and guidelines for rational energy use, and promote enterprises and buildings to participate in activities such as energy efficiency level benchmarking and energy efficiency "leaders". Carry out carbon peak carbon neutrality education and training.
(10) Promoting regional low-carbon demonstration actions
Promote the construction of a near-zero carbon emission practice area in Shibei Park, and carry out energy-saving renovations, smart energy systems, and low-carbon transportation systems. Promote the construction of building energy consumption monitoring and early warning systems in the South West Functional Area, carry out the construction of virtual power plants in a timely manner, promote the monitoring and management of building energy consumption in operation, and create a "Carbon·Fashion" themed promotional activity. Promote the creation of a green and ecological urban area in the Suhewan Functional Area, build a low-carbon neighborhood with historical features in the eastern area, and promote the construction of an urban renewal demonstration area in the western area. Further improve the energy efficiency standards of building projects in the Daning Functional Zone, increase the proportion of photovoltaic renewable energy construction and application, and create a carbon-neutral publicity base for carbon peaks in this area.
(11) Strengthen market mechanism and policy support
Scientifically and rationally arrange district-level special funds for energy conservation, emission reduction and carbon reduction. Give full play to the guiding role of energy-saving, emission-reduction and carbon-reduction support policies, encourage enterprises to transform energy-saving and carbon-reduction technologies, optimize the industrial structure, and promote green, low-carbon and sustainable development. Develop financial products and services such as green credit, green bonds, green funds, and green insurance, and guide financial institutions to provide more long-term and low-cost financial support for green and low-carbon projects. Implement preferential tax policies and measures for energy conservation, emission reduction and carbon reduction.
(12) Strengthening responsibility implementation and supervision of law enforcement
Strictly implement responsibility assessment, carry out carbon peak carbon neutrality and energy-saving target responsibility assessment. Strengthen the supervision of key energy-consuming units. Strengthen the supervision and inspection of energy efficiency labels for energy-consuming products in the market. Resolutely curb the blind development of projects with high energy consumption, high emission and low level. Strictly implement the energy-saving review system for fixed asset investment projects. Strictly implement the environmental impact assessment system. Strengthen the supervision of mobile source linkage law enforcement. Seriously investigate and punish virtual currency "mining" activities.
