Zhejiang Province’s Zero-Carbon Park Development Plan: By 2030, approximately 20 provincial-level parks will be established.

Recently, the Zhejiang Provincial Development and Reform Commission issued Implementation Plan for the Development of Low‑Carbon (Zero‑Carbon) Industrial Parks in Zhejiang Province (Draft for Public Comment) , proposing the implementation of green, low-carbon, and circular transformation initiatives for industrial parks at or above the provincial level. The plan aims to advance the green, low-carbon, and high-quality development of development zones (parks) across the province by adopting a roadmap that prioritizes “full‑area coverage of low‑carbon parks” and selects the best among those achieving zero carbon. The goal is to establish approximately 20 provincial-level zero-carbon industrial parks by 2030.

The Plan explicitly states that new energy sources should be vigorously developed and utilized.

Photovoltaic coverage During the planning phase, the industrial park will integrate new standard factory buildings into its photovoltaic design and promote the application of technologies such as building-integrated photovoltaics and photovoltaic sound barriers.

Direct supply of green electricity : Strengthen the integration of park energy consumption with nearby renewable energy sources, explore the development of an independent distribution grid for the park, and support direct connection and direct supply models for green electricity.

Smart Microgrid : Develop a number of high-standard smart microgrids in industrial parks, integrating resources such as new energy, energy storage, and adjustable loads. By 2030, the power demand response capacity will reach at least 5% of the peak load.

The ten major tasks and four supporting measures are being advanced in a coordinated manner.

To ensure the effective implementation of the objectives, the Plan systematically lays out Ten key tasks and four supporting measures.

Ten key tasks cover end-to-end management. Strengthen project management in the “8+4” high‑energy‑consumption industries, accelerate the development of green and low‑carbon industries, promote intensive resource utilization, vigorously develop new energy sources, enhance coal consumption management, advance equipment upgrades and technological transformations, build a green transportation system, bolster the construction of environmental infrastructure, intensify VOCs control, and improve the energy and carbon management capabilities of industrial parks.

Four Guarantees: Accordingly, a robust support framework has been established across organizational implementation, policy support, performance assessment and accountability, and statistical monitoring, while clearly defining the procedural guidelines for the review, evaluation, and acceptance of low‑carbon park proposals, as well as those for the application, assessment, and official designation of zero‑carbon parks.

The new energy industry is poised for development opportunities.

The implementation of the Zhejiang Low‑Carbon (Zero‑Carbon) Park Development Plan will provide… New energy industries (such as distributed photovoltaics, energy storage, smart microgrids, and charging infrastructure), digital energy‑carbon management services, and green manufacturing. Wait for clear development opportunities to emerge.

In this context, Sungrow Top-Connecting System Leveraging its pioneering technologies, it has become a key enabler in the development of zero-carbon industrial parks.

Efficient Power Generation and Emission Reduction Benefits The system is equipped with high-efficiency n-type modules, and its walkable design enables full‑coverage installation on rooftops without the need to reserve access aisles. This significantly boosts rooftop space utilization and effectively reduces the park’s electricity costs.

Comprehensive security assurance The system features an anti‑dust‑accumulation design that prevents hot‑spot effects, meets Class A fire‑resistance standards, and offers resistance to typhoons, hail impacts, and water ingress, thereby providing reliable protection for buildings within the campus.

Integrated Photovoltaic-Storage Coordination The system can be equipped with energy storage and an intelligent energy management system, establishing an energy framework characterized by peak‑shaving and valley‑filling, multi‑energy complementarity, real‑time monitoring, and smart regulation, thereby helping the industrial park achieve efficient, clean, and intelligent energy supply.

It should be noted that the document currently released remains at the draft stage for public comment, and the final policy provisions shall be subject to the official, formal issuance. For industrial parks and enterprises, it is advisable to closely monitor policy developments, proactively plan and arrange accordingly, and, once the policy is officially implemented, actively engage with relevant authorities to secure policy support and advance their own green transformation.

Building zero-carbon industrial parks is a systemic undertaking that requires coordinated efforts across multiple stakeholders. With the implementation of these plans, Zhejiang is poised to develop replicable and scalable best practices for the green transformation of industrial parks.
