Another photovoltaic project has broken ground in Yancheng!

Recently, the 390 MW fish–solar complementary photovoltaic power project at Honggang in Yancheng, Jiangsu Province, officially broke ground, marking a significant milestone for Yancheng City in the field of new energy. Located in the Huanghai New Area of Yancheng, the project spans approximately 6,972.75 mu of land, with an AC-side installed capacity of 390 MW, and is expected to substantially enhance the region’s renewable energy utilization efficiency. The project will deploy 300 kW string inverters, be divided into 119 photovoltaic generation units, and include a newly constructed 220 kV step-up substation, with an overall plan that balances power generation and ecological conservation.

The application of the agrivoltaic model integrates photovoltaic power plants with aquaculture, achieving innovative development that enables “power generation above and aquaculture below.” This three-dimensional approach not only makes efficient use of abundant solar resources but also injects new vitality into local fisheries. Based on previous progress, the project completed trial piling for its foundation works in September 2025. Originally scheduled to commence on July 1, 2025, it is expected to be completed by June 30, 2026, with a construction period of 12 months. Through this initiative, Jiangsu Huadian has not only injected fresh momentum into the development of new energy but has also taken a solid step toward achieving sustainable development goals.

According to publicly available information, the project’s EPC contract was awarded in May this year to a joint venture comprising China Energy Engineering Group Jiangsu Electric Power Design Institute Co., Ltd. and China Construction Fourth Bureau (Xiong’an) Construction Co., Ltd., with a winning unit price of approximately RMB 2.4 per watt.
The project has a DC‑side capacity of 510.59232 MW. The scope of the tender covers all works except for: (1) the procurement of main transformers, packaged substations, GIS equipment, and certain power cables; (2) project filing; (3) the procurement of feasibility study technical services; (4) supervision; (5) the acquisition of production vehicles and production preparation activities (excluding joint commissioning); and (6) the employer’s engineering construction management responsibilities. Specifically, the tender encompasses the full‑process construction and management of all works within the photovoltaic field and the step‑up substation, including but not limited to: site investigation, design, procurement of equipment and materials, civil engineering construction, equipment installation and commissioning, quality‑enhancement initiatives, testing, acceptance, project coordination, trial operation, integration of substation data into the China Huadian Smart Platform, handover for operation, and all tasks during the warranty period—along with all necessary coordination and support activities under the employer’s responsibility. It also includes the supply of all materials, spare parts, specialized tools, consumables, and relevant technical documentation.
