— Overview of State Power Investment Corporation’s Achievements in High-Quality Development During the 14th Five-Year Plan Period
Since the start of the 14th Five-Year Plan, State Power Investment Corporation Limited (hereinafter referred to as “SPIC”) has taken Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as its guiding principle, upheld the Party’s overall leadership, and thoroughly implemented the spirit of the 20th National Congress of the Communist Party of China and the Second, Third, and Fourth Plenary Sessions of the 20th CPC Central Committee. The company has made every effort to safeguard national energy security, vigorously advanced the green and low‑carbon transition, and formulated and implemented a “Balanced Growth Strategy.” It has also focused on establishing a new strategic management system characterized by “three tiers, four levels, and five transformations,” thereby laying a solid foundation for building a world‑class clean energy enterprise through a series of highly effective measures. During the 14th Five-Year Plan period, SPIC’s key performance indicators are expected to reach record highs, with a markedly robust trajectory of high‑quality development.
Adhering to a green and low-carbon development path, the share of installed clean energy capacity exceeds 73%.
During the 14th Five-Year Plan period, State Power Investment Corporation has earnestly implemented the important instructions and directives of General Secretary Xi Jinping, including his call to “ensure the photovoltaic industry is developed successfully.” The company has proactively aligned its corporate development with the CPC Central Committee’s major decisions and the broader national economic and social development agenda, thereby demonstrating the responsibility, commitment, and innovative vitality of China’s energy enterprises in the new era. By balancing high-quality development with high-level security and steadfastly pursuing a green, low-carbon strategic path, the Group has continued to scale new heights and forge ahead on the journey of strengthening, optimizing, and expanding its operations. As of the end of September 2025, State Power Investment Corporation’s total installed power capacity exceeded 273 million kilowatts, with clean energy accounting for 199 million kilowatts, or 73.16% of the total.
State Power Investment Corporation is accelerating the scaling-up and high-quality development of its industries, forging an innovative path that has moved it from following and keeping pace to taking the lead. Wind power capacity has grown 2.4-fold, while solar PV capacity has expanded 3.1-fold. A number of large-scale clean energy bases have been completed and put into operation, including those in Gonghe, Qinghai; Dalad, Inner Mongolia; and Garze, Sichuan. Meanwhile, the Laxiwa, Li Jiaya, and Yangqu hydropower stations have successively achieved full‑capacity commissioning, playing a pivotal role in building a high‑quality clean energy hub along the upper Yellow River and supporting the realization of China’s “3060” carbon‑neutrality goals. The Gonghe Solar Park in Qinghai has become the world’s largest photovoltaic park by installed capacity, and the million‑kilowatt‑class Tala Tan wind farm—integrated with the Qinghai–Henan DC transmission line—has been awarded the National Quality Engineering Gold Award, setting multiple world records and showcasing the remarkable scale and rapid progress of China’s solar industry. Furthermore, the first phase of the Ulanqab Onshore Wind Power Base in Inner Mongolia, with a capacity of 1.2 million kW—the largest single‑site onshore wind project globally—has achieved full‑capacity grid connection. In the offshore wind sector, new breakthroughs have been made: the H1 offshore wind farm in Binhai North, Jiangsu, and the million‑kilowatt‑class offshore wind project in Xuwu, Guangdong, have each been honored with the National Quality Engineering Gold Award.
Adhering to an innovation-driven development model, China has achieved abundant results in scientific and technological innovation.
During the 14th Five-Year Plan period, State Power Investment Corporation adhered to an innovation-driven development model, fostering deep integration between technological and industrial innovation. The company’s science and technology innovation system was continuously refined, with R&D investment doubling. It successfully achieved the key objectives and tasks set forth in the overall plan for the 14th Five-Year Plan, and a new landscape of high-quality development driven by innovation has essentially taken shape.
After years of intensive research and development, the “Guohe‑1,” a third‑generation nuclear power reactor developed independently, has successfully achieved its first grid connection and generated electricity, establishing a complete third‑generation nuclear power industry chain with proprietary intellectual property rights. On February 28, 2024, the first prototype of China’s domestically developed 300‑MW class F‑type heavy‑duty gas turbine rolled off the assembly line at the Lingang site in Shanghai, and on October 7 of the same year, it completed its first successful ignition, marking significant progress in the development of heavy‑duty gas turbines and ushering the project into the full‑scale testing and validation phase. Over the past five years, State Power Investment Corporation has established a series of national energy R&D and innovation platforms under the 14th Five‑Year Plan, including the National User‑Side Energy Storage R&D Center, and has taken the lead in six major national key R&D programs, such as ultra‑large‑scale deep‑sea floating wind power. Its independently developed “Herui” series of digital instrumentation and control systems have been widely deployed across wind power, photovoltaics, energy storage, hydrogen energy, and electric vehicles, significantly elevating the level of intelligent operations in these industries.
State Power Investment Corporation is actively integrating into the development of a new energy system and a new power grid, leveraging the energy consumption revolution to drive profound transformations on the demand side and explore and deploy emerging business models that foster integrated development. The company has taken an active role in pilot projects for rural energy transformation, helping Lankao County in Henan Province become the nation’s first pilot site for such initiatives. In its efforts to build a transportation powerhouse, it has promoted the deployment of over 12,000 heavy-duty trucks, delivering significant demonstration and ripple effects. The Group has also positioned itself in hydrogen‑based green energy: Jidian Shares’ Da’an project has been selected as a national hydrogen‑based demonstration project by the National Development and Reform Commission, a green hydrogen demonstration project by the Ministry of Industry and Information Technology, and one of the State-owned Assets Supervision and Administration Commission’s “Top 100 Projects” in strategic emerging industries. By July 2025, the project had already produced its first batch of liquid ammonia. Furthermore, the company is pioneering the commercial application of nuclear heating, having successfully implemented dual‑city nuclear heating in Haiyang and Rushan, Shandong, providing heat to a total area of 5.6 million square meters and leading the country in forging a new pathway toward zero‑carbon urban heating.
We have consistently pursued parallel progress both domestically and internationally, continuously strengthening our global competitiveness.
During the 14th Five-Year Plan period, State Power Investment Corporation (SPIC) has steadfastly upheld and strengthened Party leadership, placed political development at the forefront, and rigorously implemented thematic education initiatives and rectification measures following central inspections. It has been rated as an A‑level entity in the annual performance assessment of key tasks under the Central Enterprises Reform Deepening and Enhancement Initiative for four consecutive years; it has also received an “A‑level” rating in the annual operating performance evaluation of central enterprise leaders for ten consecutive years; and its tenure‑based performance assessments for 2022–2024 were likewise rated A, marking three consecutive terms of A‑level results in SASAC evaluations.
Meanwhile, State Power Investment Corporation, with an open-minded vision and a proactive stance, has been actively expanding its overseas operations. Its asset base and operational performance have reached new heights, enabling it to become Turkey’s largest Chinese‑invested enterprise, Kazakhstan’s leading foreign‑invested renewable‑energy generator, and Mexico’s second‑largest independent renewable‑energy power producer. The company has also successfully entered the markets of developed countries such as Malta and Japan. A high‑quality, internationally oriented development pattern has begun to take shape, laying an even more solid foundation for cross‑border operations and steadily strengthening its global competitiveness.
After five years of sustained efforts, a magnificent new chapter has been written. State Power Investment Corporation will remain grounded and press ahead in the wake of its successes, fully implementing its “Balanced Growth Strategy” to build, with steady progress and long-term vision, a world-class clean energy enterprise, thereby contributing the Group’s strength to the cause of Chinese modernization.
